Ayido; the current government is no more corrupt than any other government.
The people/countries donating funds need to work with the government to help it with better governance.
Or we can continue with unchecked NGO corruption....and Haiti stays in the same mess.
No one is saying that Haiti's government does not need assistance; however, how can one send money directly to these corrupt officials without oversight? I know that you are saying that oversight is definitely needed. But, as Haiti is a sovereign nation, no one should be able tell them how to use funds except in the way they choose...unless, of course, there are a huge amount of strings attached to whatever funding is sent them. But, even then corrupt officials find a way. Let me give you a funny example! Benin was given a substantial grant for elementary school supplies. One of the programs consisted of helping install an English curriculum. There was a line item billing for $100,00.00 in pencil erasures!

Remember the expensive toilet seats from a few years back here in these USA......waste and corruption is a worldwide problem.
The "dignity" of the government...if there is such a thing should be the least of our concern.
Haiti is already under foreign occupation.....simply overseeing the books should not be an issue.
And I don't mean telling them what to use it for....the haitian government would decide on which project to spend money.......the auditing of the books would be just to prevent missing or unaccounted for funds.
Call it a training program in governance....because the long term goal should be haiti standing on it's own.
We can't have it both ways...worry about sovereignty when it comes to helping the government...yet ignoring it when it comes to removing governments and empowering NGOs.
