You are correct!
This is how it looked during the US Military occupation of 1919.
USACE was the answer then, and it remains so today.
They even had mass transit (see the tramway running.)

You are looking at a tiny part of the center and at the time wealthy section of the then small town.......a block away and you are "nan raje"
The reason for the current situation is not NGO or NO USACE.
It is Haitians inability to self govern and create a modern functioning state.

You are correct!
This is how it looked during the US Military occupation of 1919.
USACE was the answer then, and it remains so today.

When the United States invaded Haiti in 1915......they found the country with the rail system in place since late 1800's....and the construction above was done by Haitians with Haitian money.

What is wrong with using our most abundant resource manual labor? I know it's the best way to rebuild the country - screw mechanization!
