Stanley Lucas's Questions for the NGO Summit
On June 15, a private enterprise Incas Productions Inc. will convene an NGO summit to discuss the role of NGOs in Haiti. Essentially, we should all view this as a fact-finding mission to determine exactly how NGOs are operating in Haiti and, more importantly, how they see their roles. This will help inform the development of good policy and coordination mechanisms to address the critical challenges that we are facing with NGOs in Haiti. The following are some questions designed to gather information and spark some debate among the participants.
1. How much private and public funding did you receive in FY 2012 and how much do you anticipate for 2013?
2. How do you coordinate and interface with the Haitian government on the implementation of programs?
3. How do you link your programs to Haitian government programs?
4. How do your programs contribute to efforts to build capacity in the Haitian government?
5. What challenges do you have in working with the Haitian government? What could/should be done to address those challenges?
6. What percentage of your personnel are Haitian?
7. How do you integrate the Haitian Diaspora in your efforts overall to transfer capacity back to the country?
8. What percentage of your funding goes to programming (versus travel and overhead, etc)?
9. Should Haitian parliament pass a new NGO law to improve coordination and the use of resources? If so, what provisions should that law contain?
10. How do NGOs coordinate among each other to ensure efforts are not duplicated and there is maximum geographical coverage?
11. What do you do as an NGO do to keep Haiti at the top of the Canadian Government foreign agenda?
