Rwanda is CUTTING their travel and entertainment budget while increasing infrastructure development spending.

So neighboring Uganda is on the same track as Rwanda.

You'll note that neither country is banking on solar panel placements to drive their rural economies.

They are using hydro, thermal, etc to move forward.

No K St. nonsense going on there.

Yes, I do share with my contacts.

And some of Haitix reporting does indeed affect focus, policy in Haiti.

But the true forces behind Haiti are in the US government.

Haitian officials are very much hand tied in what they can say or do.

Really, only Martelly (the president) has any chance to force change in Haiti

Where there's a will, there's a way.

Martelly lacks the will and savvy to do it.

I place "will" and "leadership" very close to each other, as I have seen it with CEO's that I have reported too.

"Will" is a willingness to stay on message, and focus on a few key areas of importance.

Watch the video, and listen to Ms. Sayinzogal speak about infrastructure.

Intelligent, focused, disciplined, and you have success.

She is an example of CEO "Will" that I speak of.

Regardless of the crap thrown at you by the cowards, you stay focused and determined.

That's what I've learned from CEO's.

I would bet on Rwanda over Haiti all day long.

They have the right focus and disciplined leadership to succeed.

Haiti had a huge advantage over Rwanda given that Rwanda has started over in just the last 16 years or so.

What is Haiti's excuse?

Papa Doc was the last true leader of Haiti, and just as with Henry Christophe, have been taught that both were evil.

BY 2020, Rwanda will be so far ahead of Haiti, the comparison will seem ludicrous.

I dare say it is already.

Mercredi, un nouveau poste a été crée, celui de Ministre délégué à la Sécurité énergétique. Le Premier Ministre, Laurent Lamothe a procédé a l’installation de René Jean Jumeau, l'ancien Secrétaire d'État à l’Énergie dans cette nouvelle fonction. S’adressant au nouveau Ministre délégué, Laurent Lamothe a déclaré « [...] en créant ce poste, nous avons voulu montrer de manière claire, combien important est le 5e « E » [Énergie], dans la vision du Président Michel Martelly.

Guidé par son sens du travail et encadré par une équipe dynamique, je suis persuadé qu'ensemble, le Ministre, le secteur privé et les bailleurs de fonds internationaux, nous saurons conduire à bon port ce navire de responsabilités, qui est d'importance primordiale pour le Gouvernement et le peuple haïtien. [...]

il faut que vous vous mettiez au travail dès maintenant, parce qu'il y a un problème d'électricité qui est grave et j'aimerais, que vous ayez des solutions. Je sais que les solutions ne seront pas immédiates, je sais que cela va prendre du temps, mais au moins je sais que nous avons l'EDH [Électricité D’Haïti] et tout le secteur privé. Asseyez-vous avez eux, parce qu'il y a des problèmes fondamentaux [...] je crois qu'il faut s'assoir avec le secteur privé pour que cela bénéficie mieux à eux et au secteur public. Pour que les choses soient faites dans l’intérêt de tous, pour que nous soyons gagnant-gagnant. Je pense, sur ce point, que c'est la Commission qui doit travailler sur le plan nationale d'énergie, pour que nous ayons 500Mw, pour que nous ayons la distribution dans tout le pays et que les compteurs entre chez l'habitant, en prépayé, comme ça il n’y aura pas de problème.

[...] je te demande de travailler, même si tu dois travailler 20 heures par jour [...] pour que les résultats arrivent rapidement [...] je suis un homme pressé et je suis vraiment pressé dans le cas de l'énergie. »

Dans son intervention, René Jean Jumeau a déclaré « [...] le Président de la République et le Premier Ministre, ont bien compris la nécessité d’accélérer, d’intensifier les actions qui doivent être faites dans ce secteur prioritaire, qui c'est l'Énergie. Toutes les autres choses qui doivent être faites dans le pays [...] ont besoin d'énergie. Le Président et le Premier Ministre, ont vu l'importance de retirer la question de la pauvreté énergétique, pour faire avancer Haïti vers une richesse énergétique. Nous allons travailler pour voir comment nous allons gérer cette question de sécurité énergétique...»

Rwanda: a model of post-tragedy for Haiti

Members of the Rwandan community in Haiti celebrated the last weekend, the fiftieth anniversary of the emancipation of their country of Belgian colonial rule in 1962, which coincides with the 18th anniversary of the Liberation of Rwanda that ended the genocide of 1994.
