In the U.S they don't make distinction between mulattoes and blacks , because of the history of the country, and the British did consider if you have a little percentage of black in you ,you are consider black
but in the Caribbean countries they make the distinction they don't consider mulattoes as totally blacks, again because of the history.

Guys this is why Haiti has so much issues..Haiti has never overcome its race issues. JC, posted a week ago a video of a protest of how the black haitians manifesting and accusing Mickey of Mulattrism. Sad that this should even be a concern but it is clear Haiti has racial issues.
