Gunner wants a similar in Haiti. The US already has one, Russia just passed that one


MOSCOW — Russian President Vladimir Putin on Saturday signed into law a new measure that requires non-governmental groups receiving funding from abroad and engaging in political activity to register as foreign agents.

Some NGOs have vowed to ignore or circumvent the law, while its critics note that the vague definition of political activity could be applied against a wide range of initiatives. Putin, meanwhile, has alleged that recent protests against him were instigated and funded by the United States.

The law also requires NGOs identified as foreign agents to submit detailed annual financial reports, which critics say would be a time-consuming and costly burden on organizations with small staffs and meager funding.

The law comes as authorities show increasing unease with a newly emboldened political opposition, which conducted the unprecedented wave of massive public protests in the winter and spring.

Putin last month signed a law vastly increasing fines for taking part in unauthorized demonstrations to a maximum 300,000 rubles ($9,000).

Some of the country's most prominent human rights groups are vowing to ignore or do what they must to sidestep the law on NGOs.

Lev Ponomarev, head of For Human Rights, one of Russia's oldest NGOs, told the Interfax news agency that his group will ignore the regulation and challenge it in court.

"We will never be agents and won't submit to this law. We're agents of the Russian citizens," said Ponomarev, adding that his group will continue to accept foreign funding.

But Lyudmila Alexeyeva, head of the Moscow Helsinki Group and a veteran human rights activist, said her group will refuse foreign funding in order to get around the law, and that she's even preparing to auction off her collection of china and art to raise money.

"We will learn to live on very little money, in order to at least keep our office," she said on Echo Moskvy radio.

Russia is not under occupation.

I'm not sure Haiti can make such request....just as it cannot demand for the UN troops to leave.

NGOs currently report yearly financials, and as we've seen, this is a joke!

Here's the 'real deal" as implemented in Iraq:

Key provisions from Iraqi NGO laws prior to Obama Adm.

If Haiti applied and enforced these laws, the NGO scourge would go away.

The law is tititled CPA 35, and was administered by the Bush Administration by:

Coalition Provisional Authority

Obama Adm changed it (text in blue)

Registration of NGOs

Mandatory in all cases (Section 2.1) Voluntary

Penalty: If an NGO found to be operating programs after the suspension or revocation of its registration, the Administrator may, in his discretion, close the operation, confiscate the property, and seal the premises of the NGO.

Ability to Appeal Denial of Registration or Suspension or Revocation of License

NGO: No right to appeal (Appeal to Obama appointed court)

Restrictions on Purchase or Sale of Real Estate

Permissible only for domestic NGOs, not foreign NGOs (Section 7.2) None

Quarterly activity reports (Section 2.5) and annual activity and financial reports (Section 9) (1 report annual)

Government Discretion to Audit NGOs

to any founder, director, officer, member, employee, or donor of the NGO or to any individual

who is a spouse, child, grandchild, parent, grandparent, or sibling of any of the aforesaid, or majority

owner of an entity that is a member of the NGO.

I like that law that Gunner has posted. If that law was in place in Haiti you would soon see how many NGOs are really concerned about helping Haiti. Those that are there to help Haiti would have no problem operating under that law. Those who are there just to use Haiti as their poster child to help them raise more money that they can place in secret bank accounts and stock investments would soon be run out of Haiti and have to go somewhere else to find another cause to help them raise their money. With a law like this in place I wonder how long groups like Partners in Health, American Red Cross and others would stick around in Haiti. wink

This law may not be applied to Haiti being that our Government enjoy handouts all it take it a couple of bucks to keep their mouth shut.

Precisely!

Only on Haitix can you find detailed information about the "benevolent" NGOs and their owners.

What a joke!

Dr Paul Farmer pays his wife $42,000, and the Happy Hearts babe pays her sister $44, 000, and only on Haitix can you find this out.

But even more flagrant, is the abusive use of the term "OTHER" by these NGOs in their annual financial filings.

NGOs are a scourge on Haiti.

They run this country (into the ground) and Obama says nothing but salutes them.

Gunner wil continue, in some vain hope, that someday a Haitian leader will have the "balls" to confront this monster.

I will continue to provide the ammunition (despite the consternation from the Haitian diaspora) in the hopes that a Haitian leader willll use that stockpile of information to run that "scourge" out of the country.
