Alors que les coupures d’électricité se prolongent dans la région métropolitaine et que le gouvernement désespère de trouver une issue satisfaisante pour un secteur que l’État subventionne à hauteur de deux cent millions de dollars par an, une nouvelle équipe a pris les rênes de l’Électricité d’Haïti, jeudi.

Andress Apollon et Dukens Raphaël ont été nommés respectivement directeur général et directeur général adjoint de l’entreprise d’État.

Cette alliance inédite entre un enfant de l’entreprise, un dirigeant syndical de longue date, membre du conseil de direction de l’entreprise et grand connaisseur de ses méthodes de gestion et une gestionnaire diplômée des meilleures universités américaines, mais qui n’a aucune connaissance de la boîte, va-t-elle accoucher des résultats attendus ?

Dans son discours de circonstance, Mme Apollon a considéré sa nomination comme un moment historique. «L'EDH, pour la première fois, sera dirigée par une femme », a-t-elle fait remarquer avec raison.


D’entrée de jeu, la nouvelle directrice générale a reconnu que « les défis sont multiples et les moyens disponibles pour les relever bien moindres ». Elle promet de créer avec les cadres et employés de l’EDH « de nouveaux moyens pour les solutionner avec beaucoup d'imagination ».

« Je veux apporter à cette tâche une détermination singulière sachant que les défis sont de taille et que le terrain est difficile. Le professionnalisme, le savoir­-faire, le dynamisme, la bonne volonté, la collaboration et l’énergie nous permettront d’y faire face. »

Mme Apollon était jusqu'à sa nomination conseiller sénior du président Michel Martelly au sein de son cabinet privé. Elle était chargée des infrastructures publiques, particulièrement des investissements dans le secteur de l’énergie.

Avant, elle a eu une longue carrière en dépit de son jeune âge. Elle a fondé et dirigé sa propre firme, Apollon Strategies LLC, à New York où elle a vécu, aussi bien qu’au Cap, en Afrique du Sud.

Que se soit pendant sa carrière dans la finance (vice-­président de la Siebert Brandford Shank), dans la diplomatie américaine (elle a été conseiller économique et commercial de l’ambassadeur américain au Mali), ou dans l’aide au développement (à la USAID, où elle a géré un fonds de seize millions de dollars en faveur des petites et moyennes entreprises en Haïti), Andress Apollon s’est toujours occupée de problèmes concrets. Elle a passé toute sa carrière à naviguer entre les secteurs public et privé, selon sa biographie consultée par Le Nouvelliste.

Récipiendaire en 2011 du trophée Julius E. Babbit Alumni Award décerné par l’université de Harvard, elle est la fondatrice de l’école et de l’orphelinat Bon Samaritain à Trou Baguette. Elle a été le plus jeune membre du conseil d’administration de son Alma Mater, Carnegie Mellon University. Elle a aussi servi au conseil de direction de “The Brotherhood Sister­-Sol”, une organisation basée à Harlem, laquelle vient en aide aux jeunes Noirs et Latinos.

Mme Appolon est titulaire d'un Master en politiques publiques de Harvard Kennedy School of Government et d'un baccalauréat en relations internationales de l'Université Carnegie Mellon.

Interrogé ce vendredi par Le Nouvelliste, après une réunion de cinq heures d’horloge du conseil d’administration de l’EDH, sur les mesures qui seront prises dans l'immédiat par l’entreprise, Andress Apollon nous a indiqué que « sur la demande du président de la République, l'EDH est chargée d'élaborer un plan d'action détaillé pour la période de l'état d'urgence prévu pour 4 mois ».

« Les grandes lignes ont été discutées au conseil d'administration de l'EDH ce vendredi 17 août 2012 et seront élaborées par le Conseil des directeurs de l'EDH la semaine prochaine. La version finale sera soumisse pour approbation au prochain Conseil des ministres le 5 septembre 2012», selon le calendrier établi par l’entreprise.

Entre-temps, le journal a appris que le gouvernement s’apprête à rendre publique l’existence d’une commission public-privé sur l’énergie, chargée de faire également des propositions pour un secteur qui se cherche entre le solaire, les énergies renouvelables et les compagnies privées de production d’électricité.

Après maints ateliers de travail, des études et des mois d’assistance-conseil de firmes internationales à l’EDH, les problèmes liés à la production, au transport, à la vente et au recouvrement des créances de l’électricité sur les parties du territoire qui sont desservies par la compagnie sont-ils près de trouver une solution ?

Haïti dispose d’un des plus importants parcs privés de génération d’électricité (en général des génératrices de petite capacité) et consomme un nombre considérable de batteries par ménage pour mener la bataille du stockage de l’énergie.

My apologies, but something doesn't "smell" right about this thing.

Seriously. Her appointment is a real joke.

Do you know how many hundreds/thousands of highly qualified USACE, KB&R;, Halliburton, etc executives now in retirement could have taken this position.

The "shock value" is putting this "babe" in charge.

It's like giving the Happy Hearts babe a $250 million contract to build Haiti's educational system.

I don't know, beautiful babe gets high level position in Martelly Adm.

Whether its tourism, or electricity, or education, etc., beautiful babes are popping up all over.

Something doesn't smell right.

Haiti - Energy : The sub-station of Rivière-Froide, struck by lightning

Following a storm that occurred on the evening of Saturday, August 18, 2012, lightning caused a beginning of firte at the sub-station of Rivière-Froide causing a malfunction of the electricity grid serving in particular the zones of Fontamara, Carrefour, Gressier and Léogâne.

Informed of the situation, the Directorate General quickly dispatched a team of technicians on site, working hard in order to gradually restore electricity to customers. During the day of this Sunday, August 19, all measures have been taken to begin to supply the populations of Léogâne and Gressier 8 hours per day. Alternative measures of power supply are planned to enable the populations of Carrefour and Fontamara to have also many hours, pending the complete repair of the network provided in 48 hours.

The Directorate General of the EDH thank the residents of areas affected by this temporary malfunction, for their understanding and promises them a regularization rapid of the service.

Appointed to the Directorate General of the Electricity of Haiti (Électricité D'Haïti - EDH) Wednesday, August 15, Ms. Andress Appolon convened Friday, its first Council of Administration, during which, important resolutions have been adopted.

It was decided that :

The firm Tetra Tech, already on site in the EDH since 2011, will have the mission to improve the operations of the institution through a special committee created by the Council ;

The Broad Lines of the Action Plan for the period of the state of emergency, decreed by the Head of State [at the Council of Ministers Wednesday, August 15] will be developed and submitted to the Prime Minister this week for approval, after consultation with the Board of Directors of the EDH. Recall that at the Council of Ministers, the President Martelly did not explain that the EDH receives a subsidy of 8 billion gourdes per year, and that it can not provide electricity to the population consistently.

The eve of this Council of Administration, Ms. Andress Appolon had also held another meeting with the outgoing team, in order to ensure the continuity of operations of the institution.

The new administration of the EDH, led for the first time by a woman, takes office, at a time when the country is facing a serious energy crisis. Ms. Andress Appolon and her team intend to make every effort in order to meet the expectations of the population through the establishment of policies adapted to the realities of the Haitian energy sector.

Ms. Appolon joined Siebert Brandford Shank in 2008 as a support banker for the New York office. Prior to joining the firm, Ms. Appolon worked for UBS Investment Bank where she provided analytical and technical support to numerous municipal issuers including the State of New York (notably Division of Budgets, Municipal Bond Bank Authority, Empire State Development Corporation), New York Power Authority, Long Island Power Authority, the Nassau County Interim Finance Authority, Suffolk County, the State of Connecticut (General Obligation and Clean Water Fund credits) and the cities of Baltimore, MD and Bridgeport, CT.

Ms. Appolon has built particular expertise in helping municipal issuers develop restructuring plans in response to the recent dislocation in the variable rate market.
