Most Haitian people do talk LOUD and I mean LOUD. Like many guest already stated, it not a problem to be LOUD, just be loud in the right environment. I was doing some homework in a libary when some Haitian girls walked in. They were soo LOUD other people in the libary had to asked them to lower their voices.
The bad thing about it was they weren't saying anything good(I have to confess I was laughing my head off)
Few months ago, a few Haitians got together and protested infront of the United Nations, I have to say we were about 25 present but it sounded like 1000 people were yelling.

**I agree. There is a time and a place to be "LOUD".

We do speak loud, because we express our true felings. we don't try to reduce the power we have inside we just let it goes.
