Haiti's justice minister accuses U.N. peacekeepers of violating mandate by blocking police

PORT-AU-PRINCE, Haiti (AP) Haiti's justice minister on Saturday accused U.N. peacekeepers of violating their mandate, saying the force blocked police officers from observing a protest in a slum stronghold of ousted President Jean-Bertrand Aristide.

The remarks could bring a confrontation over areas of responsibility between Haiti's U.S.-backed interim government and the 7,400-member U.N. peacekeeping force tasked with supporting the government and restoring a stability that remains elusive one year after Aristide fled a rebel uprising.

On Monday, witnesses say, police fired into demonstrators flanked by U.N. troops. The protesters were marking the anniversary of Aristide's flight and demanding his return from exile in South Africa.

Two men lay dead after the shooting. Police claim they fired only tear gas.

Justice Minister Bernard Gousse said police who tried to observe another march Friday in the slum stronghold of Bel Air were blocked by U.N. troops.

Gousse said soldiers told police to retreat a move he called a violation of the U.N. mandate to support Haiti's police.

``They didn't say 'please don't show up.' They told police in an aggressive way not to show up,'' Gousse told The Associated Press. ``This is not in accordance with the (U.N.) mandate and since police weren't informed about the protest we see this as a breach.''

In a statement Friday, the U.N. peacekeeping mission said police agreed to restrict their presence.

Gousse said he would lodge a complaint with U.N. officials at a meeting Tuesday.

More than 400 people, including 34 police officers, have died in clashes since September, when police allegedly fired on Aristide protesters, killing two, and Aristide militants responded with attacks on police.

It looks like even the UN doesn't trust the PNH under this Interim Government.

Oh no where are their manners?....lol...lol

well since they are brave, the PNH should start shooting at the UN...oh I forgot they can only shoot at unarmed haitians.  Oh well.

Sometimes I wonder if they ever think before they act. They're like ... we want to get rid of Aristide AT ANY COST. Now that Aristide is gone at a prohibitive cost, they're crying out: we can't bear that cost ... Please Aristide, STOP your followers from messing up our things the same way we did to you. And also please Mr. Blanc, foreign occupier, make us look good and respect us.

Ruhevi, tu as raison. Ce que tu as dit des médecins internes est aussi vrai pour l'haïtien en général avec quelques rares exceptions. Ce sont des fous et des idiots égoïstes. Ils ne peuvent penser que pour l'immédiat.

Nul de l'opposition ou du groupe d'imbéciles de facto avaient un plan pour 2 mois d'absence d'Aristide. Leur planification pour ce renversement s'arrêtait aux premiers moment d'euphorie de l'exil d'Aristide. Une fois cette euphorie passée, leur imbécilité fait surface par la plus gênante des façon. Ils supplient Aristide en aide à 500.000 miles d'Haïti (leur choix) et veulent exiger que la force d'occupation leur prennent pour des hommes et non des chiens.
