As I once suggested, A RELIEF FUND account can be opened with a globally recognized bank hence, CITIBANK, where people can deposit whatever they can and whenever they can. At a certain point, we can then contract companies to rebuild the roads, the electric system and so on. these are simply examples of rebuilding the infrastructure.  

The funds will be managed a designated by individual, whom will be reporting directly to all the Diaspora and everyone of interest who participate in such action.
