One of the things that destroy us, Haitians, has to do with liberty.

Yes, we fought for independence from France 200 years ago.  The problem is that Haitians believe that being independent means that they are free of doing anything, everytyhing and everywhere.  Laws don't apply to them: they do what they please at the expense of others. For example, we are not paying taxes, we are not obeying laws, and how are supposed to create jobs.  Heck, i feel that we have too much Freedom in our hand, and we are not using it wisely. 

Look at other nations such as America.  Yes, they are free, but at the same times their freedom is regulated by congress.  For instance, it is against the law to yell fire in a middle of theather.  It is against the law for Americans to participate in Al-Qaeta meetings.  Can we imagine pass the same laws in HaITI?  Will they be implemented.  We have to understand that they are things people living in Nation can or cannot do, and that doesn't mean they are not independent.  We are individuals, and think differently, and if we say it is my way or the highway, it would be chaotic. We, the Haitians, think we can do everything and everywhere.  That is a fundamental problem in Haiti, and it needs to be fixed now.

Unless, we have a government that strategizes in reinforcing laws passed by the legislature, we won't be progressive.

If the Haitian government does not make an effort to provide its citizens with basic healthcare, electricity, employment and food, why should it care about enforcing laws.  They don't follow the laws they themselves try regulate.
